Quick answer
The Department of Veterans Affairs says it awarded more than $28.2 million to 17 Virginia organizations for fiscal year 2027 programs serving Veterans who are homeless or at risk of homelessness. The national award package totals $1.17 billion. The public award tables confirm several Coastal Virginia recipients, but they do not provide a complete local dollar total. The Supportive Services for Veteran Families list includes Virginia Beach Community Development Corporation and LINK of Hampton Roads. A separate Grant and Per Diem table lists The Vet Way Foundation in Chesapeake for five Veteran beds and the Judeo-Christian Outreach Center in Virginia Beach for 16 Veteran beds. That distinction matters. These are not all the same kind of grant, and the public record tells us more about some awards than others.
What Happened
On September 14, VA announced $1.17 billion in fiscal year 2027 homelessness grants to 680 organizations nationwide. Of that total, $855 million is going through the Supportive Services for Veteran Families program, known as SSVF. Those one-year SSVF grants begin October 1, 2026.
A Virginia-specific VA release published two days later says more than $28.2 million was awarded to 17 community organizations serving Veterans in the Commonwealth.
SSVF is designed to prevent imminent housing loss, help families find more suitable housing and rapidly re-house Veterans who are already homeless. Grant and Per Diem, or GPD, supports transitional housing and related services, including transition-in-place models and specialized housing.
What The Coastal Virginia Record Shows
The fiscal year 2027 SSVF grantee table includes Virginia Beach Community Development Corporation. The organization says its SSVF work includes rapid rehousing and housing-stability services for Veteran families. Its website reports that 307 Veterans received rapid rehousing services in 2025.
The same federal SSVF list also includes LINK of Hampton Roads. LINK says its SSVF program serves low-income Veteran families on the Virginia Peninsula and focuses on housing stability for Veterans moving from homelessness or unstable housing into permanent homes.
The separate GPD award table lists:
The Vet Way Foundation in Chesapeake: 5 Veteran beds.
Judeo-Christian Outreach Center in Virginia Beach: 16 Veteran beds.
Together, those two GPD entries account for 21 Veteran beds in the published award table.
The federal tables do not show a dollar amount next to each of these Coastal Virginia organizations. That means the statewide figure of more than $28.2 million cannot be cleanly divided into a verified local subtotal using the published award lists alone.
That is an important public-record limit. The evidence confirms who received awards and, for GPD, how much housing capacity is attached to some awards. It does not provide a complete public breakdown of how many federal dollars are going to each Coastal Virginia recipient.
Why It Matters Here
Virginia Beach’s 2026 Point-in-Time Count found 325 people experiencing homelessness on the night of January 29. Thirteen percent of the people counted were Veterans.
That does not mean the city had only that many Veterans needing housing help during the year. A Point-in-Time Count is a one-night snapshot. Programs such as SSVF can serve people who become homeless or face an imminent housing crisis at any point during the year.
That helps explain why annual program-service numbers can be much larger than a single-night homelessness count. Virginia Beach Community Development Corporation’s reported 307 Veterans receiving rapid rehousing services in 2025 is a program-volume figure. The city’s PIT percentage is a one-night population snapshot. They measure different things and should not be treated as interchangeable.
What We Know, And What We Do Not
Known from the current public record:
VA awarded more than $28.2 million to 17 Virginia organizations for fiscal year 2027 Veteran homelessness programs.
Virginia Beach Community Development Corporation and LINK of Hampton Roads appear on the SSVF grantee list.
The Vet Way Foundation in Chesapeake appears on the GPD list with five Veteran beds.
Judeo-Christian Outreach Center in Virginia Beach appears on the GPD list with 16 Veteran beds.
Virginia Beach’s 2026 PIT Count found that Veterans made up 13 percent of people counted as experiencing homelessness.
Not yet clear from the published award tables:
The exact federal dollar amount awarded to each Coastal Virginia recipient.
A verified combined Coastal Virginia subtotal.
How many households each fiscal year 2027 award is expected to serve over the full grant period.
Those gaps are not evidence that the information does not exist. They mean the current public-facing award tables do not provide it in one place.
The Civic-Literacy Piece
Federal spending can be easy to describe at the national level and harder to trace once the money reaches a community. This award cycle shows why.
The national announcement provides the total. The Virginia release provides the statewide amount and number of organizations. The recipient tables identify organizations. One table also identifies housing capacity. Local organizations explain how their programs work. Local homelessness data shows the need those programs are designed to address.
No single source tells the whole story.
Following the money therefore requires separating four different questions:
How much did the federal government award nationally?
How much was assigned to Virginia?
Which Coastal Virginia organizations received awards?
How much did each local organization receive and what will that money buy?
The first three can be answered from the current public record. The fourth is only partly visible.
