Quick answer

Accomack and Northampton counties generated over $435 million in combined agricultural sales in 2022, but their farming models differ sharply. Accomack relies heavily on large-scale poultry, while Northampton leans on crops and aquaculture. Both face a shared constraint: absolute reliance on a sole-source aquifer, though current data on migrant labor demographics and exact transportation bottlenecks remains limited.

A Tale of Two Counties

Agriculture on Virginia's Eastern Shore is a major economic driver characterized by a stark divide between Accomack and Northampton counties. While both rank in the top 10 in Virginia for total agricultural production value, their farming models and regulatory environments differ significantly.

Accomack County produced $326 million in agricultural sales in 2022, dominated by large-scale poultry production and its associated processing infrastructure. In contrast, Northampton County produced $109 million, utilizing zoning to limit poultry operations and relying more on traditional crop farming, aquaculture, and migrant labor.

The Poultry Powerhouse

Poultry and eggs are the leading agricultural income generators in Accomack County. The county ranks third statewide with nearly $270 million in market value, supported by major processing plants like Tyson Foods and Perdue Farms.

According to the 2022 Census of Agriculture, 83% of Accomack's sales were livestock, poultry, and products. However, these census figures measure the market value of products sold, not necessarily household income or local retention.

Small Farms and Aquaculture Growth

Northampton County has seen a recent reversal of a long-term decline in farm numbers, increasing from 142 in 2017 to 151 in 2022, driven by an increase in small farms. The county's agricultural sales are predominantly crop-based, with vegetable, melon, potato, and sweet-potato sales reaching $36 million.

Both counties experienced significant growth in aquaculture sales between 2017 and 2022. Accomack sales more than doubled to approximately $8.7 million, while Northampton sales grew to nearly $36 million.

The Water Constraint

The Eastern Shore relies entirely on a sole-source aquifer (the Yorktown-Eastover system) for fresh water. This designation makes water protection an economic and planning constraint as well as an environmental issue.

The expansion of the poultry industry in Accomack has raised concerns regarding groundwater depletion, leading the Virginia Department of Environmental Quality to step up permitting enforcement for facilities withdrawing over 300,000 gallons per month.

Labor and Logistics

The region relies on U.S. Route 13, the Chesapeake Bay Bridge-Tunnel, freight rail, and local airports for market access. However, specific current data on trucking routes, costs, and bottlenecks for agricultural products remains a gap in available research.

Similarly, while seasonal and migrant labor is crucial for crop harvesting, precise data on the number and demographics of migrant workers specifically on the Eastern Shore was not fully secured from primary sources.
